Zim industry unprepared for VAT

The sudden introduction of a15% tourism VAT in Zimbabwe has taken Zimbabwe’s tourism industry has been by surprise.

The 15% VAT was announced in the Government Gazette on January 16, with immediate effect and applies to all accommodation services. Other tourism services such as restaurants, bars and tourist activities will remain zero-rated.

Tour operators understood the VAT had been shelved after Zimbabwe’s Finance Minister, Patrick Chinamasa, didn’t mention the tax in his 2015 budget announcement.

Brent Williamson, owner Adventure Zone and Lodge, says the tourism industry was not adequately informed as to how and when the VAT would be implemented. “We have only now been advised by a Gazette dated 16 January that the VAT is effective immediately, leaving us already liable for losses for the past four days not to mention the people who have already been quoted for their stay in the future.”

Beks Ndlovu, CEO African Bush Camps, agrees. He says that while the industry was forewarned in May 2014 of the possible implementation of VAT, no clarity was given on when it would be implemented and legislated, which led to frustration and confusion.

“By 1 January, no clarity had been given on what would happen to confirmed bookings already in place, which services would be affected, and no legal instrument had been announced or gazetted,” says Ndlovu.

Ndlovu says that the lack of communication resulted in operators assuming that the requests to hold off on implementing VAT at this stage had been taken on board. “The Industry therefore revised rates accordingly excluding the VAT only to be informed [on Monday] that the VAT has now been published and implemented via the official Gazette. This has certainly caused anxiety and unnecessary confusion in the market place as whole.”

Williamson agrees and says the VAT has made it extremely hard for the industry to keep suppliers up to date. “I have already received some emails from some of our agents who are very upset that they have to now go through to their clients and advise that there is a 15% increase on their accommodation prices. This not only has increased our workload, but may possibly outpace us as a destination.”

geht es eigentlich um die normale 15%-MwSt die nun auch auf touristische Leistungen erhoben werden soll, oder geht es um eine Art "Bed Levy", die zufällig auch 15 % ist?

Aussagen wie "15% tourism VAT" spricht definitiv für eine Art Levy; denn ansonsten ist es einfach "15% VAT extended to tourism sector". Ich verstehe dann nicht so ganz, wie man als Unternehmen nicht darauf vorbereitet sein kann. Ist ja keine Hexerei, denn Unternehmen aller anderer Sektoren können ja auch die VAT schon immer abrechnen?! Wenn es natürlich um eine Art "Bed Levy" geht, dann ist das eine andere Geschichte, da diese sicher, so wie auch in Namibia, anders abzurechnen ist.

"not to mention the people who have already been quoted for their stay in the future.” So what? Jedes Unternehmen auf der Welt hat doch eine Klausel, dass bei Steueranpassungen, die ja praktisch höhere Gewalt sind, sich auch die Preise verändern.

Vielleicht weiß jemand mehr? Mir scheinen diese Artikelschreiber auch etwas verwirrt zu sein....

Moin Christian,

für mich lesen sich die ganzen Artikel so dass es die 15% VAT schon gibt und der Tourismussektor bisher davon befreit war. Und letztes Jahr im Mai hat man beschlossen dass ab Januar die Befreiung aufgehoben wird. Kommt also eigentlich nicht überraschend.

Bleibt abzuwarten wie sich das entwickelt....

ich finde auch der Artikel bezieht sich nur auf Übernachtungspreise. Aber so ganz arglos waren die wohl nicht, denn ich habe schon im August ein Angebot mit folgenden Worten erhalten:
"You will notice on the rates that it says exclusive of VAT. Our government is talking about introducing this in 2015 which we, in the tourism industry , are all fighting against as the tourism sector has always been exempt from VAT – I however have to warn you that the rate could go up 15 % because of this !"
Da ging es aber um eine Tour und nicht Übernachtung, deshalb irritiert mich der Artikel jetzt.

off topic aber doch nicht ganz:
Interessant wie Länder dieses Thema verschieden handhaben. Chile geährt VAT Erlass (19%) auf Übernachtungen insofern die ausländischen Touristen in USD bezahlen, jedoch nicht wenn in lokaler Währung (chilenischer peso) bezahlt wird. Das finden die Chilenen gar nicht lustig, denn sie zahlen den vollen Preis, auch mit USD.

Doch anscheindend ist die Bilanz für das Land positiv. Zuwachs im Tourismussektor war im 2014 zweistellig. Und so kommen sie auch zu Devisen.

Des übrigen sehe ich es im Fall Zimbabwe genau so wie Christian,
