BWABWATA LOCAL GUIDES - MUKWE CONSTITUENCY, DIVUNDU AREA
Divundu, Kavango East
TO: THE HONOURABLE DEPUTY MINISTER
MINISTRY OF ENVIRONMENT, FORESTRY AND TOURISM
DATE: 19 SEPTEMBER 2026
SUBJECT: URGENT COMPLAINT - UNFAIR TREATMENT OF LOCAL GUIDES AND TOURISTS IN BWABWATA NATIONAL PARK
Honourable Deputy Minister,
We, the Concerned Local Guides of Bwabwata National Park in Mukwe Constituency, Divundu area, write to you with heavy hearts. The decisions currently being implemented in our park are killing tourism and destroying our livelihoods.
THE FACTS ON THE GROUND:
1. Closure of River View Roads Along the Kavango River
The Ministry, through the office of the Regional Deputy Director, has instructed staff to close all roads along the Kavango River views.
Honourable Minister, every professional guide knows that 90% of game viewing in Bwabwata happens along the Kavango River front. That is where buffalo, elephant, sable, and lions come to drink water. By closing these roads, you have effectively closed the park for tourism.
Tourists now drive for hours and see nothing. They return to the lodges angry and disappointed. They paid to see wildlife, not empty bushes. They will never come back, and they will tell the world not to come.
2. The N$2,400 Fine - Punishing Legal Tourists
Our tourists and guides enter through the official Bwabwata gate, we pay full entry fees, we get a legal permit, and yet inside the park we are stopped and fined N$2,400.
Honourable Minister, how can a person pay Government to enter and then be fined by the same Government for entering? This is not law enforcement, this is harassment. Our tourists feel robbed and humiliated.
Because of this, Bwabwata is now being labelled internationally as a "bad park" and a "fine trap". Lodges around Divundu are losing bookings.
3. We Were Never Consulted, Yet We Are The Ones Who Built Tourism Here
Honourable Minister, let us remember: Years ago Buffalo Core Area had almost no tourists. Today Bwabwata is famous worldwide because we, the local guides, and the lodges around the park, marketed it with our own money across Europe and America.
We pay daily park fees. We create jobs for our children. We are the first to report poachers. We are not the enemy of the park, we are the reason the park generates money.
Why were we not consulted before such a big decision?
OUR REQUEST TO YOUR OFFICE:
1. Please immediately re-open all viewing points and roads along the Kavango River;
2. Please immediately stop the unfair N$2,400 fines for visitors who have valid permits and entered through the gate;
3. Please call an urgent meeting in Divundu with local guides and lodge owners before making any further changes;
4. Please provide a clear official map of open and closed roads so we are not ambushed inside the park.
Honourable Deputy Minister, we love conservation. Our ancestors conserved this land long before it was a national park. All we are asking is for fairness: If a tourist pays to enter Bwabwata, let them be allowed to see Bwabwata.
We are waiting for your urgent intervention within 7 days.
Yours faithfully,
Concerned Local Guides
