This is their take on the matter :
Although the radio is license free, you still need an authorization to use it. In the (very unlikely) event that you are stopped at a road block or a border post, the official will have no way of knowing whether the equipment you have with you does not require a license, and could confiscate it until the matter is resolved.
The people at Cran recommend that you send them a letter with all the details (make, model number, serial number, etc) of the radio(s) as well as the specifications, and they will issue you with a letter, free of charge, confirming that your equipment falls within the license free category and that you may use it in Namibia."
